Council refers Bolten & Menk master agreement on lead service-line inventory and seal-coat work to Street Committee

Jackson's City Council unanimously voted March 3 to send a proposed Master Agreement for Professional Services with engineering firm Bolten and Menk to the Street Committee for further review.
Public Works Director Tony Oxborough told the council the agreement would cover two items: the state's Lead Water Service Line Inventory Project (through the Minnesota Department of Health) and the City's 2026 seal-coat street project. Oxborough said the state is pushing the lead-service-line inventory at scale and that "all funding for the Minnesota Lead Service Line Inventory Project needs to go through an engineering firm." He added that Bolten and Menk is one of 18 engineering firms designated by the state for that program and that the firm currently hosts the City's GIS platform.
Alderman Nathan Peterson asked that the Master Agreement be reviewed by the Street Committee in light of the City's past history with Bolten and Menk; the council voted to refer the matter to the committee for additional review. Oxborough noted that HDR is not on the state's list of 18 designated firms and said that starting in 2027 the City plans to bid future seal-coat projects through the Jackson County Highway Department. The council took no final contract action pending the committee's review.
