In infrastructure business the board accepted project 24-4230 (Armory Building at Hobbs Park), performed by AW Oaks, Phoenix, Incorporated, for a final amount of $83,619.29, and approved a contract of $110,628 to KR Contractors LLC for Roosevelt Park sport-court improvements. The Roosevelt work will replace a tennis court, add striping for two pickleball courts and move louder activities farther from nearby residences, staff said.
A staff member described an unanticipated soil condition on the Hobbs Park asphalt-repair change order, saying, "There was just, some bad soils that weren't anticipated out there, which ultimately caused, a little bit more in the final, invoice." The board approved the change order to cover the extra work. When a commissioner asked what "bad soils" meant, staff explained crews had to add additional stone because they could not pave on the soft substrate.
On noise concerns related to pickleball, staff said they aim to site courts roughly 800 feet from residences when possible, adding, "It's just the hanging sound." A committee member who spoke in favor of the Kennedy Park event described it as "mellow but spectacular."
For pond maintenance the board reviewed an aquatic-management agreement with Lake and Pond Solutions LLC; staff said the contractor secures required DNR permits and treats ponds at Anderson, Lincoln and Poreo and that the treatments do not affect fish.
