Kenosha water board approves $1.12 million water-main relay contract, OKs parade staging on utility land

The Kenosha Board of Water Commissioners on Feb. 9 approved January disbursements, granted a property-use agreement with the City of Kenosha to allow staging on utility property for the St. Patrick’s Day beer run and parade, and awarded a water-main relay contract to the lowest bidder.
Board members voted to approve three items on the consent list, including the contract award for the 2026 water-main relay, package No. 1, to Wilcomb Excavating and Grading Incorporated for $1,116,935.66. Staff said the low bid was below the $1,460,000 amount budgeted for the work and that six firms submitted bids. “So staff recommends approving all of them,” said Mr. Zarecki, who briefed the board on the disbursements and the contract process.
The property-use agreement covers a small portion of water-utility property near the park and lighthouse that the utility will permit the city to use as a staging area during the parade and associated beer run. According to staff, the arrangement is a routine property-use permit to allow safe event operations on utility-owned land.
A board member noted the competitiveness of the procurement, saying several bids were close and praising the bidding field. The board moved to approve items 1, 2 and 3; members responded "Aye" and the chair recorded an affirmative vote.
There were no further actions recorded. The meeting adjourned after the approvals.
