Olean board approves contracts, reserve plan and personnel actions in unanimous consent session

The Olean City School District Board of Education on June 23 approved a slate of consent-agenda items and separate motions that together finalize contracts, reserve planning and a range of personnel actions ahead of the 2026–27 school year.
The board ratified a collective bargaining agreement with the OASA administrators/supervisory association, to be effective July 1, 2026, through June 30, 2030. The motion carried by voice vote. The board also approved several operational contracts: summer transportation runs through Portville Central School Districts for July 6–Aug. 19, 2026; an employee-assistance contract with ESI for $12,080.25 (noted in the record as $26.55 per employee per year); and a LearnWell tutoring agreement for students receiving mental-health services.
In finance business, the board accepted the GASB 75 actuarial valuation for the fiscal year ending June 30, 2026, and approved an internal audit report and corrective-action plan for student activities for 2024–25 as required by the state review process.
The board also approved a district reserve plan that directs excess 2026–27 general fund revenues into reserve accounts, with discussion focused on maximizing flexibility by preserving options for TRS (TeachersRetirement System) contributions, a capital reserve and a capital vehicle reserve. Later in the meeting members moved to amend the reserve plan wording to replace an erroneous fund name and explicitly reference the capital vehicle reserve; that amendment passed.
Personnel and program approvals included summer-school appointments, high-school personnel assignments (one recorded abstention), OTA Appendix B revisions affecting extracurricular stipends, and approval of various home-school liaison contracts under the Connecting Communities in Action program.
The board voted to enter an executive session to discuss multiple personnel and contractual items with finance staff invited; members indicated no immediate formal vote was expected after that session.
The board president noted the items were part of routine year-end business needed to position the district for the new school year.
