Council approves HVAC replacement, recruiter contract and interim public-works appointment

Perry City Council on April 7 approved several operational and staffing actions, including replacement of two failed air-conditioning units at the administration building, a recruitment contract to fill the vacant public works superintendent post, and an interim appointment.
Mr. Worthington told council two HVAC units at 1211 Washington Street (25 and 37 years old) had failed and replacement parts were either unavailable or nearly as costly as replacement. Staff received three quotes ranging from $25,780 to $28,220 and recommended awarding the work to Reese Heating & Air LLC; council approved the award with funding from the FY26 amended budget reserve line item.
Mr. Smith said the personnel committee did not advance any of the applicants for public works superintendent after review and recommended engaging Sumpter Local Government Consulting on an approximately 90-day search for $18,000. Council authorized the contract and the funding source (general fund).
Administration also recommended appointing assistant public works superintendent Dwayne Shoemate as interim public works superintendent to provide single-point oversight while the search proceeds; council approved the interim appointment unanimously.
Earlier in the meeting, council approved revised Heritage Oaks Park rental rules establishing three tiers (1'00; 151'00; 301—00 attendees), staffing expectations for public works and officer coverage (one officer per 75 attendees when no alcohol; one per 50 when alcohol is present), and an hourly rental rate of $100 plus staff and officer costs. Staff also recommended and council accepted dedication and maintenance responsibility for Tiffany South Phase One infrastructure after inspections found that streets, utilities, stormwater systems and related facilities met or exceeded city standards.
Council members praised local programs and events during general remarks, and Mr. Peterson noted the Asaiah playground had reached a $1 million fundraising goal and that site work would begin the next day.
