Harvey council approves water and sewer fee hikes, clerk pay increase and property-sale intent

The Harvey City Council on July 1 approved a series of measures including two ordinances that raise several water and sewer fees, a 6% salary increase for the city clerk and resolutions related to a Marion County tax-sale certificate and a planned property sale.
The measures were approved during the council's regular meeting at the Harvey Community Center, with Mayor Dennis Seibert presiding. Council members Kelly Cooper, Leonard Geery and Donald Nilius were recorded as present; Adam Dubois was absent.
On second reading the council approved Ordinance Amendment 35 to raise the monthly water service charge from $30 to $40 (motion by Leonard Geery, seconded by Kelly Cooper; recorded as carried). The council also approved Ordinance Amendment 36, increasing the water stop fee from $5 to $10 and the sewer stop fee from $11.10 to $16.10 (motion by Donald Nilius, seconded by Kelly Cooper; carried).
The council adopted Resolution 1-7-1-24 to grant the City Clerk a 6% yearly salary increase (motion by Donald Nilius, seconded by Kelly Cooper). Council member Leonard Geery abstained on this vote; the resolution nevertheless carried.
Council members approved Resolution 2-7-1-24, authorizing the mayor to sign an agreement for assignment of a Marion County tax sale certificate (motion by Leonard Geery, seconded by Kelly Cooper), and passed Resolution 3-7-1-24 expressing the city's intent to sell property described as Lot 9 of the subdivision of Lots 5, 6 and 7 in Rietveld and Emmel’s Factory Sites Addition to the City of Harvey, Iowa (motion by Donald Nilius, seconded by Kelly Cooper). The council set a public hearing on that intent for Monday, Aug. 5, 2024, at 6 p.m.
Most motions were recorded as carrying by unanimous voice vote of the members listed as present; the minutes record one abstention by Geery on the clerk salary resolution. The meeting minutes list motions, seconds and outcomes but do not include direct quotes from speakers. The council also approved payment of June claims before adjourning.
