Council reviews changes to tour‑service and quadricycle rules, limits on alcohol and event notice

Susan Broker, the city’s Director of Special Events, Film and Tourism, updated council on proposed changes to the Tour Services for Hire ordinance at the Oct. 24 work session.
Broker said portions of quadricycles, pedicabs and horse‑drawn carriage rules will be moved into the Tour Services for Hire ordinance to give business operators clearer guidance on licensing and codes. Staff noted a boundary change moving the southern limit for certain regulations to Oglethorpe Avenue and proposed restrictions on alcohol consumption aboard quadricycles.
The presentation also included a minor change to special‑events application timeline language. Council members asked when surrounding residents are notified about street closings and parking impacts; staff said neighborhood associations receive 48‑hour notice and that staff aim to provide alternatives so that event scheduling does not concentrate events back‑to‑back in the same square. Alderman Bill Durrence noted that park use often does not go through the permit process but that some events are still lawful; staff said Forsyth Park receives many wedding requests during azalea season.
No ordinance vote was recorded at the work session; staff announced a press conference later that day to discuss weekend events and the changes.
