Mayor Lynn Kissock opened a public improvement hearing on the city’s 2026 Street Improvement Project on Feb. 17, 2026, and City Engineer Chuck Boser presented an overview of the program. Multiple residents spoke during the hearing about the project and the proposed assessments affecting property owners.
Residents who addressed the council included Al Muller, John Rivers, Laura Warner, Amy Topel, David Rivers, Deb Geyen, Brandi Brandstrom, Kelly Demarais, Denny Demarais, Paul Harcey and Kelly Griffin; their remarks focused on design details, assessment amounts and potential impacts to property owners. The public hearing was closed after comments and council discussion.
Following the hearing and council conversation about the comments, Councilor Lori Hausken moved to approve Resolution 2026-10, which approves the plans and specifications for the 2026 Street Improvement Project and orders advertising for bids; Councilor Kris Logas seconded and the motion passed 4-0. City staff and the engineering firm will proceed with bid advertisement and the council will receive updates as bids are returned and the project schedule is finalized.
The council’s action begins the procurement phase; the minutes do not record a construction schedule, final assessment amounts, or a contract award at this meeting. Residents who raised concerns at the hearing will have further opportunities to comment as specific assessments and contracts are brought back to the council for final approval.
