Hogansville staff report progress on multiple housing projects; Hogan's Ridge cited for major infractions

City staff briefed the Hogansville City Council on Dec. 1 about the status of a range of residential and commercial development projects across the city and surrounding planned parkway.
Staff reported that Jones Crossing Phase 1 is nearly complete and Phase 2 is under construction with an additional model home. Moss Creek Townhomes is under construction as a 143‑unit project. Hummingbird Hollow (formerly Tree Swift) is undergoing site work for 189 single‑family units while easements are cleared for the sewer line. Hunt Club Phase 2 is progressing but requires minor improvements to address water runoff. Shallow Creek Phases 2 and 2a have site work underway for 82 units; the sewer main extension required by the development agreement is nearly complete.
Work on the Blue Creek Technology Parkway (referred to in the update as Project Hummingbird/Amazon) is underway; staff said Amazon has received the necessary approvals and that discussions continue about water main extensions and sewer upgrades for the remainder of the parkway.
East Main Troup (258 single‑family units and 141 townhomes) is on its third submittal and awaiting EPD and other approvals. Martins Meadows is moving forward on reviews for 267 single‑family units; staff reported EPD approval has been received and that Georgia Sewer and Water site approval is still pending. Other brief updates covered Lee Street Townhomes, a proposed cottage court at Chisel Mill, Brackenwood Estates (on hold) and Emmaus Church Distribution Centers (awaiting sewer authorization).
City staff also flagged serious compliance problems at Hogan's Ridge: the project was described as not built to approved plans and having multiple site infractions related to stabilization, sewer and water runoff. Staff said the developer must either rebuild to the approved plans or resubmit new drawings; a Certificate of Occupancy will not be issued until the listed items are corrected.
No formal council votes were recorded on the development updates during the work session. Mayor Jake Ayers adjourned the meeting at 6:21 p.m.
