Savannah staff lay out 2020–2024 capital plan, highlight $15 million arena allocation and SPLOST VI projects

Chief Budget Officer Melissa Carter presented the proposed 2020–2024 capital improvement plan and a detailed CIP table of projects and funding sources during the Nov. 15 budget work session.
The CIP lists a Tier 3 allocation of $15,000,000 from SPLOST VI for Arena Construction and an additional $5,000,000 SPLOST VI contribution toward a planned 400–500 space arena parking structure. Other notable entries include a $2,000,000 prefunding entry for Benton Boulevard widening (from Jimmy DeLoach to Highlands Blvd.), a separate $1,200,000 SPLOST VI Benton widening line item, $1,500,000 for acquisition at 2155 W. Gwinnett St. in support of a proposed Fire Department facility, $1,000,000 for blighted property acquisition and redevelopment, and $300,000 for SPD headquarters rehabilitation.
Melissa Carter told council staff recommendations reflect ongoing initiatives, maintenance priorities and risk-avoidance strategies; these appropriations and supplemental capital budget amendments were slated for inclusion on the Dec. 5 council agenda for adoption. Council asked clarifying questions about funding sources and project timing, including the Eastern Wharf garage and arena-area parking funding partnerships between the Parking Fund and SPLOST VI.
Staff recorded follow-up items on project timing, public involvement (Tricentennial Master Plan resident participation), and coordination with external partners. No formal approvals or votes were taken at the retreat.
