Mayor Dave Dillan read the meeting notice invoking the personnel-data exception to Minnesota’s open meeting law and stated the purpose was confidential and limited to appropriate city officials and consultants.
The council moved into closed session at 6:53 p.m. and reconvened the regular meeting at 7:40 p.m. The minutes note that the purpose of the closed session was to consider personnel data and conduct and that the minutes of the closed portion should reflect only the meeting’s date, time, attendees and stated purpose. The public minutes do not record any substantive outcomes from the closed session.
