Quitman suspends city manager and names interim after executive session

Quitman officials announced Jan. 6 that City Manager Willie Burns was suspended with pay and Calvin Troy was appointed interim city manager, Attorney Karla Walker told the council after an executive session.
"Effective immediately, Mr. Burns was suspended with pay pending investigation and Calvin Troy was appointed as interim City Manager," Attorney Karla Walker said, announcing the actions after executive session, which ran about 7:11–8:05 p.m.
The announcement followed mayoral comments earlier in the meeting that a forensic audit had been turned over to the sheriff’s department and subsequently referred to another agency for investigation. Mayor Zinda McDaniel said she had been advised she could not discuss the matter in open session.
The council also voted after executive session to delay appointing other elected positions until interviews are conducted. The meeting record does not include a public roll-call tally for that vote.
Questions about the audit and the suspension were raised during the public-comment period. Amy Drew asked why the Mayor Pro-Tem appointment had been contested and why the audit was turned over for investigation; Mayor McDaniel said she had been advised not to speak about it during the meeting. James Lawrence asked whether audits for 2018 had been filed; the mayor said audits had not been submitted until all were completed and Attorney Karla Walker answered follow-up questions about records requests.
The city did not provide additional details about the nature of the investigation, the agency now handling it, or a timeline for completing it. The executive-session announcement said only that the suspension is with pay and that Calvin Troy would serve as interim manager.
The council’s minutes record the meeting’s adjournment and show the minutes approval date as Feb. 4, 2026.
