West Branch council schedules FY27 budget hearing, approves fire chief job description and township aid pacts

The West Branch City Council on March 16 approved several administrative and personnel measures and scheduled a public hearing on next year’s budget.
Council person Chantry Noel moved and Mike Horihan seconded approval of Resolution 2026‑24, which adopts the final proposed FY27 budget and orders a notice of public hearing for April 20, 2026; the motion carried with Noel, Horihan and Colton Miller voting in favor. The consent agenda approved earlier in the meeting included minutes from the March 2 meeting, a special‑event permit for Heartland Fiero’s Car Show and claims totaling $141,734.50 across city funds.
Also approved were Resolution 2026‑25, authorizing a one‑year enrollment in the LexisNexis system, and Resolution 2026‑26, adopting a job description and pay scale for the Fire Chief position. Chief Stoolman said the job description was finalized after reviewing similar documents from other communities and is now ready to be posted. The council approved Resolution 2026‑27 to enter 28E agreements with the Boards of Trustees of Cass, Gower, Graham, Iowa Scott and Springdale Townships to provide mutual fire protection and assistance during emergencies and hazardous‑materials incidents; all motions were moved by Noel, seconded by Horihan and approved by voice vote with no recorded dissent.
The council also approved the first reading of Ordinance 836, which adds a stop‑sign intersection to Section 65.02 of the city code; the ordinance will require further readings before final adoption.
What happens next: the council ordered a public hearing on the FY27 budget for April 20, 2026, and the Fire Chief job posting may be issued following publication of the new job description. Other items approved tonight—LexisNexis enrollment, 28E agreements and the ordinance first reading—were advanced by unanimous council action.
