Council forms committee to study drainage-district options for new subdivision

Bates said the boundary lines and millage levels would be set by a public process and that residents would vote on any proposed millage.
Staff outlined funding alternatives: building a reserve and doing pay-as-you-go projects, or issuing bonds backed by a millage to accelerate work. Council members asked staff to produce pros/cons for three approaches and to identify potential funding schemes and project costs. Councilmembers volunteered for a working group; Mr. Havis and Miss Hyde were among those named to participate.
