North Mankato council suspends rental license, fines landlord $500 over repeated violations

The North Mankato City Council voted Sept. 2 to suspend the rental license for 1765 Northway Drive, Unit #201 for 30 days beginning Nov. 1 and to impose a $500 fine after city staff said the unit had accrued three rental strikes within 12 months and the property owner did not appear at the hearing.
City Attorney Kennedy told the council the hearing was quasi-judicial and that staff and the property owner would have a chance to present facts. Community Development Director Fischer said the unit has a valid license but described three incidents that produced strikes: a June 11, 2025 incident after which the licensee paid a $200 fine but failed to schedule a required inspection; a June 12, 2025 second strike after which the licensee paid a $400 fine but again did not schedule an inspection or submit a required written report to the police chief; and a July 11, 2025 inspection appointment the licensee missed, producing a third strike.
Police Chief Gullickson testified about police responses to the address and later corrected an earlier misstatement, saying officers had visited the residence four times in the past 12 months. City Attorney Kennedy summarized staff testimony and said the city was requesting "a $500 fine and a 30-day suspension beginning Nov. 1" to allow the landlord time to vacate the property; the suspension would run 30 days or until the property is inspected.
Council members discussed the record. Council Member Steiner said, "If they did not show for the meetings, they do not care." Mayor Carlson said he found the recommendation "firm but fair." Council Member Steiner moved, and Council Member Whitlock seconded, a motion to impose the suspension and fine. The motion passed unanimously: Whitlock, Steiner, Oachs, Peterson and Carlson voting aye.
The council adjourned at 6:43 p.m. The council action takes effect Nov. 1, 2025 and the suspension ends at the earlier of 30 days or a passed inspection; the property owner did not appear at the hearing and offered no rebuttal on the record.
