Staff recommended approval with conditions intended to protect buried cultural resources: temporary orange fencing 5 feet west of the building envelope during ground disturbance, and an immediate stop‑work requirement plus notification to Planning & Building Services and professional archaeological evaluation if archaeological remains are encountered.
Property owner Bruce McN told the board the work was an honest mistake and not an attempt to avoid permits, and said the walkways improved the property. After a brief public hearing with no opposition, the board moved, seconded and carried the staff recommendation in a roll‑call vote. Staff said an action letter will be sent to the landowner within 24 hours and the approved permit will be subject to a 10‑day appeal period.
The permit approval carries the two archaeological‑protection conditions imposed by staff; board members and staff noted that any additional building or grading permits should be confirmed with the county building inspector.
