Rose Creek council approves 6-foot fence for council member; special election set for April 8

The Rose Creek City Council on Feb. 3 approved a request by Council Member Mark Conradt to replace his existing yard fence with a taller, 6-foot fence and completed a series of routine administrative actions, while the city clerk announced a judge-signed order for a Special Election set for April 8, 2025.
Mayor Andrew Leisen opened the meeting at 6:00 p.m. and the council first approved the printed agenda after a motion by Council Member Wendel Sprung, seconded by Council Member Andrew Felten. The council then moved to continue the long-standing practice of allowing City Clerk/Treasurer Kristine Allas to sign checks and use the city credit card for purchases; that motion was also made by Sprung and seconded by Council Member Mark Conradt.
City Clerk/Treasurer Kristine Allas told the council that a judge had signed the order for a Special Election on April 8, 2025, and that required notices have been posted. Mayor Leisen said he would follow up with the Minnesota Department of Transportation after the city received no further contact from Director Tsang following a December visit.
On the fence request, Council Member Mark Conradt asked to replace his current fence with a taller one. Council Member Tom Lewison moved to permit a 6-foot fence; Council Member Wendel Sprung seconded the motion, which Mayor Leisen approved.
The council also approved a motion by Council Member Andrew Felten, seconded by Sprung, directing staff to solicit quotes for sealcoating and crack-filling on several streets identified as needing attention, including 2nd N, 3rd N near Thill Drive, 4th Street and Railway Street. Council Member Wendel Sprung moved to approve payment of invoices, claims and payroll (seconded by Tom Lewison); the motion passed. Lewison then moved to adjourn at 7:36 p.m., seconded by Mark Conradt, and Mayor Leisen approved the adjournment.
