Rose Creek swears in mayor and council, approves 2025 appointments

Mayor Barbara Greenlee opened Rose Creek’s regular City Council meeting at 6:00 p.m. on Jan. 6, 2025, led the Pledge of Allegiance and oversaw the swearing-in of new officials. Kristine Allas, city clerk/treasurer, swore Mark Conradt and Wendel Sprung into their council seats and swore Andrew Leisen in as mayor. The council thanked Greenlee for her previous service as mayor and council member.
The council moved quickly through routine business. Council Member Wendel Sprung moved to approve the printed agenda; Tom Lewison seconded and Mayor Leisen approved the motion. The council approved minutes from the Dec. 2 and Dec. 26, 2024 meetings on separate motions.
Council Member Sprung then moved (seconded by Mark Conradt) to appoint the city’s 2025 officials and committee assignments. The motion passed on the mayor’s approval. The list of appointments includes: Acting Mayor Wendel Sprung; Official Newspaper — Mower County Independent; Official Bank — United Farmers State Bank (Rose Creek); Legal Counsel — Attorney Sam Ketchum (Kennedy Graven); Official Doctor — Mayo Health Systems (Austin); Auditor — Andrew Forliti (Smith Schafer, Rochester); and signatories for checks — Mayor Andrew Leisen and Council Member Wendel Sprung. Council Member Mark Conradt was named weed inspector; Council Member Andrew Felten was assigned water/sewer and streets/park responsibilities; Council Member Tom Lewison was designated purchasing officer; and Council Member Wendel Sprung was named civil defense liaison.
The appointments also recorded Chief Al Mullenbach as the Fire Chief for 2025 and confirmed other standing vendors and service providers referenced on the agenda.
The meeting record shows these were routine, procedural approvals intended to establish the city’s administrative structure for 2025. No formal controversies or contested votes were recorded in the minutes. The council adjourned at 6:40 p.m.
