Hawarden Council approves animal ordinances, solid-waste code change and other routine items

The Hawarden City Council unanimously approved a package of routine ordinances and administrative items at its Jan. 22 meeting.
Council Member Anderson moved to approve Ordinance 754, amending Chapter 55 of the Hawarden City Code (Animal Protection and Control); Council Member Klocke seconded and the motion carried 4-0 (Aye: Klocke, Allen, Warner, Anderson). The council then approved Ordinance 755, amending Chapter 56 on Dangerous and Vicious Animals, on a 4-0 vote after a motion by Council Member Warner and a second by Council Member Klocke.
The council also took action on Ordinance 756, which makes changes to the city's Solid Waste Control Ordinance by amending the definition of a residential premises, waste storage containers and solid waste collection rates. The council approved the ordinance on its second reading and voted to waive the third reading (Moved by Council Member Klocke; seconded by Council Member Allen), with the motion passing 4-0.
Separately, the council approved a no-parking restriction on the north and east sides of the hospital—limited to the hospital side of 12th Street and Avenue M—to address congestion (Moved by Council Member Allen; seconded by Council Member Anderson; 4-0). The council approved final 5% retainer payments to Siemens Energy for circuit breakers and to Niagara Power Transformer related to the substation project; minutes note that the work is complete (motions carried 4-0).
On the consent agenda the council renewed a Class B retail alcohol license for DOLGENCORP, LLC, dba Dollar General #8034, effective March 1, 2025 through Feb. 28, 2026 (Moved by Council Member Klocke; seconded by Council Member Anderson; 4-0).
All roll-call results recorded in the minutes show the same four affirmative votes (Klocke, Allen, Warner and Anderson); the minutes do not show separate "no" or abstain votes for these items. The meeting opened at 5:30 p.m. and adjourned at 6:20 p.m.
The council is next scheduled to meet on Wednesday, Feb. 12, 2025 at 5:30 p.m.
