Big Bear City CSD authorizes Amendment No. 1 to water intertie agreement with Big Bear Lake

The Big Bear City Community Services District Board of Directors on Nov. 18 authorized General Manager Glenn Jacklin to sign Amendment No. 1 to the district’s Water Supply and Intertie Agreement with the City of Big Bear Lake, Department of Water and Power.
General Manager Glenn Jacklin told the Board that the two interties, located on Division Drive and Erwin Ranch Road, allow the agencies to transfer water between systems during temporary issues or emergencies. Amendment No. 1 retains the existing cost‑sharing for supplied water and the provision that the receiving agency pays a proportionate share of repairs if the supplying agency’s pumping facility fails. The amendment adds a termination clause that will expire 10 years after ratification and includes a one‑year extension period to allow negotiation of a new agreement or an additional amendment.
The motion to authorize the General Manager to sign the amendment was made by Director Bob Rowe, seconded by Director Al Ziegler, and approved by roll call: Rowe, Russo, Walsh and Ziegler voting aye. The minutes record that staff answered Board questions and that public comment was heard; the minutes do not record the substance of the public comments.
At the same meeting the Board approved the consent calendar, including the minutes of the Nov. 4, 2024 regular meeting and cash disbursements of $796,253.79 (revised September 2024) and $498,140.72 (October 2024). The Finance Committee reported that a preliminary rate study will be presented to the full Board at the Dec. 16, 2024 meeting.
The Board made closing comments and announced coming events before adjourning at 5:36 p.m. The General Manager is authorized to execute Amendment No. 1; the minutes do not specify the amendment’s effective date beyond the ratification timeline described.
