Big Bear City CSD outlines public-notification plan after PFHxS result

At its Nov. 4 regular meeting the Big Bear City Community Services District board heard that state rules require the district to notify local agencies and customers if drinking-water samples show concentrations above PFAS Notification Levels, General Manager Glenn Jacklin said.
The notification requirement stems from state Health and Safety Code provisions. "The District is required to inform its governing body and the governing body of any local agency whose jurisdiction includes the areas supplied with drinking water by the District of concentrations exceeding the Notification Levels for PFAS," Jacklin told the board, noting that Rowe Blending Reservoir is the main water provider for the system. He said that if staff receive a sample result over the response level, the district would notify customers by mail, advertise the notice in the local newspaper and post notices in public places.
The matter was presented as an information item; the board did not take formal regulatory action at the meeting. Public comment was heard on the subject, but the transcript records only that comment occurred and does not identify specific speakers or remarks.
During the meeting the board unanimously approved the consent calendar. Director Bob Rowe moved to approve the consent items; Director Al Ziegler seconded. Approved consent items were: minutes from the Oct. 21, 2024 regular meeting; Amendment No. 1 to the General Manager Employment Agreement; and the Treasurer’s Financial Report for the quarter ended Sept. 30, 2024.
General Manager Jacklin also summarized recent committee meetings (BBARWA, Finance, BBFA) and the board received and filed the General Manager’s Report. Director Bob Rowe provided additional remarks about the BBFA meeting. The board had no unfinished or new business, held no closed session, and adjourned by consensus at 5:57 p.m. Morgan Szabad, the board secretary, signed the meeting minutes.
The district cited Health and Safety Code Sections 116378 and 116455 in explaining notification duties; the board did not vote on any ordinance, regulation or new policy related to the PFHxS matter at this meeting, and no implementation timeline beyond the described notification methods was provided.
