Rose Creek council transfers $10,000 to fire equipment fund, approves retaining wall, winter and equipment contracts

The Rose Creek City Council on Oct. 2 approved several operational and maintenance items, including a $10,000 transfer to the fire department equipment fund and multiple vendor contracts.
Council Member Mark Conradt moved to transfer $10,000 from the general fund to the fire department equipment fund; the council approved the motion and the rural fire association indicated it will do the same. The council then reviewed three bids to replace the retaining wall south of the Fire Department/City Hall and voted to award the work to Weis Landscaping for $11,476.57; Mayor Craig Weis abstained from that vote.
The council also approved a two-year contract for snow removal with BCS Services (operator: Bob Schoenfelder) for the 2023โ24 seasons, accepting the contractor's listed equipment rates for dump truck, skid loader, pickup blade work, sanding/salting, and brine pretreatment. Maintenance reported two tractor quotes: John Deere at $20,848.89 and New Holland at $33,200. Council Member Andrew Felten moved to approve purchasing the John Deere with trade-in, reducing the net cost to roughly $13,865; that motion passed.
On utility administration the council directed that delinquent water and sewer accounts be referred to the Mower County Treasurer if not paid by Nov. 1; it also voted to send third-quarter billings as letters rather than postcards, to keep a $5 third-quarter late fee, and to impose a $50 late fee charged on fourth-quarter invoices for accounts unpaid by Dec. 31.
Maintenance asked for quotes to purchase a chlorometer after reporting low chlorine residuals out to the end of the distribution line and citing concerns about Legionnaires' disease; council asked staff to obtain quotes. Council Member Mark Conradt raised concerns about recent invoices from the law firm Kennedy & Graven and requested to speak directly with Attorney Gilchrist; the council held payment to Kennedy & Graven pending that conversation.
The meeting closed after council approval of payroll, claims and invoices (with the Kennedy & Graven check held), and a motion to adjourn at 7:08 p.m. The council set its next regular meeting for Nov. 6, 2023, at 5:45 p.m.
