Uvalde County commissioners approve routine measures: elections records manager, radios for responders, shed transfer and emergency declaration

The Uvalde County Commissioners Court approved several routine items during its meeting, including the appointment of a records management officer for the county elections office, acceptance and planned dispersal of regionally provided radios to local responders, a property-transfer agreement for an existing shed behind the Emergency Operations Center, and ratification of an emergency declaration related to New World screwworm cases.
Christy White asked the court to approve a records-management policy and to designate her as the local records management officer for the Uvalde County Elections Office to meet Texas Library and Archives requirements. The court approved the request; White said the office retains election materials for 22 months and reported the office recently received an outstanding rating for its public website.
Forest Anderson, speaking for the county emergency management office, said Middle Rio Grande provided 36 APX Next radios to the county at no monetary cost; each unit was described as a high-end radio with Wi-Fi, cellular capability and multiple frequency bands. Anderson said the county will inventory the radios and disperse them under agreements requiring recipient agencies to maintain insurance and inventory control. He also described a regional "radio rodeo" training and programming exercise for responders. The court voted to accept the radios and the dispersal plan.
The court approved an agreement allowing the Canipa Fire Department to remove and reuse portions of an existing open-base steel building behind the EOC that must be removed as part of a new facility build-out. The county plans to retain approximately 40 feet of the structure for county storage and protection.
Commissioner Roy C. explained that Judge Bates had signed an emergency declaration related to New World screwworm cases and that ratification by the court would keep the declaration in effect and allow the county to request assistance from state agencies including the Texas Animal Health Commission, the Texas Department of Agriculture and the Texas Division of Emergency Management. The court voted to extend the declaration.
Other routine actions approved by the court included adoption of the tax-rate calendar (the auditor noted final tax-rate figures will be available in mid-July), approval of minutes, acceptance of the road administration report, approval of payroll and payment of bills, and adjournment. An announced executive session on personnel occurred with no action taken on return to open session.
