Doraville awards comprehensive‑plan update contract to TSW

Doraville on Aug. 20 awarded a contract to TSW to update the city’s comprehensive plan, a state‑required document that guides land use, transportation, parks and public infrastructure for a 20‑year horizon.
City staff said the 2026 update will fold in multiple city documents — including transportation, parks master plan and ADA transition work — and will refresh cost estimates to strengthen future grant applications. Staff recommended TSW after receiving five qualified proposals; council voted to award ITB25007 to TSW.
Allison, representing TSW, said the firm will integrate previously completed studies and work programs into the new plan, update the parks master plan and mobility guidance and produce a consolidated document suitable for submission to the state Department of Community Affairs for adoption. Staff noted the state requires an adopted plan to position the city for many types of federal and state funding.
Council and staff discussed mapping special service districts, sidewalk and sewer coverage, and including estimated project costs in the plan to support grant applications. Staff said the plan must be adopted by Oct. 31, 2026, to meet state timelines.
The council approved the award and directed staff to begin the consultant contract and public outreach process.
