Darlington council approves routine minutes, financial reports and two resolutions; gas-line request moved to March for attorney review

At its Feb. 6 meeting, the Darlington Town Council and Utility Board approved a series of routine motions and two resolutions and moved a public request about a gas line under the alley beside Town Hall to next month so the town attorney can review ordinance 92.05.
Marilyn Cohee moved and Jeremy Weliever seconded approval of the Jan. 2, 2025 minutes; the council approved the minutes 3-0. The council then approved the payroll docket, accounts-receivable transfers and the appropriation report for January 2025 on a motion by Jeremy Weliever and seconded by Marilyn Cohee (3-0). Jeremy Weliever moved and Marilyn Cohee seconded approval of the Darlington Civil Town annual report for 2024; that motion also passed 3-0.
During public comment, Rob Wethington spoke on behalf of Steve Helgers and provided 811 location reports related to a proposed gas line under the alley at 222 West Main Street. Council members reviewed ordinance 92.05 and voted to place the request on the March agenda so the town attorney can offer a written opinion that covers the current request and future similar requests.
The council approved Resolution 2-2025 (outstanding checks) on a motion by Marilyn Cohee, seconded by Jeremy Weliever, and Resolution 3-2025 (utility account write-offs due to death or abandonment) on a motion by Jeremy Weliever, seconded by Marilyn Cohee. Both resolutions passed 3-0.
The council also corrected the wording of a prior motion about business parking to clarify the affected alleys (the alley west of the Post Office to Madison Street and the alley spanning the east and west sides of Town Hall); the council directed that signage be ordered and posted within the next month. Staff reports covered wastewater lift-station work, electric-department projects (including an EV-station pilot and smart-meter activity), pothole repairs and police scheduling; the police marshal also said he will research Town Hall camera options.
Clerk-Treasurer Michelle Cash briefed the council on state bills being tracked (House Bill 1233 and House Bill 1 on property-tax reform) and presented a Community Center receipts/disbursements snapshot; council members agreed to keep Community Center funding discussion on future agendas. The meeting concluded with attestation signatures from the clerk and council officers recorded in the minutes.
