Winter Harbor selectmen approve five-year waste-hauling contract, appoint budget committee

Winter Harbor selectmen voted March 9 to approve a five-year pickup contract with Harris Downeast Disposal and to appoint five members to the town Budget Committee, the board reported at a meeting at the Town Office.
John Harris of Harris Downeast Disposal presented the proposed five-year contract; the Selectmen made a motion to accept the agreement "as written," and the motion passed 3-0. The minutes record no amendments or conditions to the contract.
The board also moved and approved appointments to the Budget Committee: Polly Earl, Wayne Martin, Jean Robertson, Ruth Littlefield and Jackie Jacobs. The appointments were approved 3-0.
On routine business, Selectmen approved the minutes of Feb. 9, 2026; Warrants #41 (dated March 3) and #42 (dated March 6); and accepted the Treasurer’s report dated March 6 after a typo in the investment-account line was corrected. The Treasurer’s report listed the Trio-General Ledger balance as $828,829.46 (3/6/2026), a six-month certificate of deposit at $107,539.29, and investment bonds showing $2,868,410.00 (2/6/2026) and $2,864,051.00 (3/6/2026).
The Tax Collector’s report (dated March 6) was accepted 3-0; the Town Manager said FY24 taxes had been paid ahead of the foreclosure deadline. Taxes receivable were recorded as: FY26 $1,030,018.46; FY25 $13,690.19; FY24 $2,882.80.
R. Chandler, serving as Fire Chief and Road Commissioner, reported that new benches are complete and will be installed after snow melt, and said J.E. Tracey is scheduled to begin dock repairs on March 10.
Town Manager Sara J. Liscomb said work on three town grants is ongoing and reminded residents of a community meeting on Wednesday, March 11 at 6:00 p.m. She said the town received a Cole Transportation matching grant to buy flags for telephone poles in honor of America’s 250th birthday. She also noted that a budget meeting was postponed because of lost internet service and a snow storm and will be made up at the next scheduled meeting.
During public comment, resident S. Ribble asked whether the town website could include links to local services. Jackie Jacobs asked whether the investment account had lost money; the Treasurer’s report had been accepted earlier after correcting the typographical error in that line.
