Advisory board moves forward on fire service operational study as county budget heads to vote

The Fire and Ambulance Advisory Board said officials expect the final draft of a request for proposals for a Fire Service Operational Study to be approved on May 27, 2026, part of ongoing strategic planning for county fire services. Vice Chairman Eric Haley presented the chairman’s written report in Chairman Dennis Godek’s absence.
Haley said the Fire Service Strategic Planning Committee continues to meet twice monthly and that 2nd Vice President Mike Emmell is coordinating the RFP process with New Castle County’s Purchasing Department and the County Executive’s Office. He also noted a meeting is scheduled May 27 with Insurance Commissioner Trinidad Navarro to discuss EMS and rescue billing, state property insurance and funding for fire and EMS services.
The board learned the FY2027 Fire Service Budget was presented to County Council on April 23, 2026, and is scheduled for a Council vote on May 26. Haley encouraged board members to attend the Council vote. He also reported that Vice Chair Haley’s and Chairman Godek’s terms on the advisory board expired March 26 and are awaiting action by the County Executive’s Office; District 3 representative Brian Reeder’s term is pending action by District 3 companies.
The board approved its April 16, 2026 meeting minutes by motion: Fran Williams moved to approve the minutes, Rob Weber seconded, and the motion carried unanimously.
Next steps: the advisory board will monitor finalization of the RFP and the County Council’s budget vote; any changes to the scope or funding of county fire services would follow the RFP process and Council action.
