Council introduces variance request for Sigma Tau Gamma fraternity house

The Hammond City Council introduced an ordinance June 23 to consider a variance requested by Tom Pistorius to allow construction of the Sigma Tau Gamma fraternity house at 1504 North Oak Street in District 2.
Pistorius, the architect of record, said the project qualifies as congregate living under the building code's R3 classification and has been affected by a broad moratorium on group homes. He told the council that the moratorium caused roughly a two-month delay and that the project team had pursued a variance through the planning process; the Planning & Zoning Commission had recommended introduction 4-0.
Council and staff discussed the moratorium process and the availability of a variance; the mayor's office and building permit staff reiterated that a variance process and building permits remain the path for projects in the affected category. The council introduced the item and scheduled a public hearing at its next meeting.
