Henrico board approves multiple capital projects, right-of-way settlements and property acquisitions

The Henrico County Board of Supervisors on June 23 approved several capital and real property actions that advance transportation, parks and school projects.
Right-of-way acquisition and settlement: Staff reported negotiations to acquire property at 12325 Caine Road for the Listfield Farm Drive extension. After earlier condemnation proceedings, the county reached a negotiated settlement with property owner Annie B. Fair for $800,000 to acquire about four acres; staff said the project is under construction and the county will dismiss condemnation when the settlement is completed. The board approved the acquisition resolution.
Greenwood Road acquisition: The board approved the acquisition of 11490 Greenwood Road for drainage and flood mitigation in the Brookland District; staff said the owner agreed to sell the parcel for $6,800 and recommended approval.
Glover Park Phase 2 change order: The board authorized a construction change order of $2,500,934.52 to cover additional work at Glover Park Phase 2 including stadium improvements, entrance monument signage, irrigation power, drainage and other amenities; the director of Recreation & Parks and purchasing recommended approval and the county manager concurred.
Henrico High School fields: The board awarded a fixed-price contract of $2,461,066 to Land Tech Group LLC for renovation of Henrico High School baseball and softball fields, including demolition, regrading, installation of synthetic turf, LED athletic lighting, fencing and new sidewalks. Work is anticipated to start July 1, 2026, with a 165-calendar-day completion estimate. The board also appropriated $1.3 million from fund balance to cover the contract shortfall.
Each of these board papers was moved and approved by voice vote during the meeting.
