Board approves nearly $3M in CDBG/HOME funds; Safe Harbor seeks privacy fence for shelter

Henrico County supervisors approved the county’s 2026–27 Consolidated Plan annual action and federal funds budget on June 23, authorizing submission of the required HUD documents and delegating signatory authority to the county manager.
Presenter Lebo told the board the recommended budget is just under $3 million and highlighted programs including homeowner repair and rehab assistance, a connect program, a commercial assistance program tied to an enterprise zone, down-payment and closing-cost assistance for lower- and moderate-income buyers, support for an affordable housing development (Carter Woods 4), capitalization of a small-business revolving loan program, and funding for a financial Family Crisis Fund.
Mary Mopay, interim executive director at Safe Harbor, spoke during the public hearing in support of funding for a privacy fence at one of Safe Harbor’s transitional houses. Mopay said the fence would provide “security and dignity,” noting the backyard is currently exposed to passing cars and pedestrians and that visibility can feel unsafe for survivors. She thanked the board for ongoing support for shelters and programs that help survivors of domestic violence rebuild stable housing.
After public comment closed with no speakers on WebEx, the board moved and approved the resolution authorizing submission of the action plan and execution of necessary agreements with HUD and subrecipients.
