Henrico adopts FY2027 appropriation; board to consider matching new state 4% school raise

Henrico County’s Board of Supervisors on June 23 approved the FY2027 appropriation, which the county described as a $1.99 billion operating budget and a $343.6 million capital budget.
County staff presented the appropriation resolution, noting it includes customary reappropriations and a project-by-project capital list for Henrico County Public Schools funded with meals tax resources. During discussion, members said the General Assembly had just amended the state budget to increase the state-supported school employee pay raise from 2% to 4.
Presenter Crawford told the board the state’s adopted budget raises the standard-of-quality supported positions by 4%, and board members said the additional state resources enable the county to consider increasing the local market adjustment for school employees from the 3% included in the county’s appropriation to 4% next fiscal year. The board directed staff to bring an amendment for the board’s consideration at a future meeting.
The appropriation resolution was moved and approved by voice vote. Staff said the appropriation includes reappropriations for ongoing capital projects and programs that extend beyond June 30, 2026, and includes a project list for school capital projects attached to the resolution.
