Henrico swears in Douglas W. Claver Jr. as 12th fire chief

The Henrico County Board of Supervisors on June 23 swore in Douglas W. Claver Jr. as the 12th chief of the Henrico County Division of Fire.
County leaders introduced Claver before Judge Rondell Herman administered the oath. Claver repeated the oath and afterward told the board and assembled guests that leadership for him “is not about a badge, a rank, a position. Today is about responsibility, trust, and the sacred commitment we make to serve our people.”
Claver, who began service June 13, succeeded Jackson Baynard, who was appointed deputy county manager for public safety. County officials noted Claver joined Henrico in 2020 as assistant fire chief for training and professional development, later served as deputy chief for community risk reduction and then deputy chief of operations, and has more than two decades of municipal fire service experience, including 15 years with the Richmond Fire Department.
In his remarks, Claver emphasized values-driven leadership and pledged transparency: “As your chief, I will always strive to say I don't know, but I find out.” He told firefighters and community members he intends to prioritize the organization’s mission, culture and service to residents.
The board recessed briefly after the ceremony to allow the chief’s family and colleagues to greet him. No policy votes were taken as part of the swearing-in.
