Commission selects Ingram Engineering as CDBG engineer; staff detail application fees and past audit issue

The Unified Government of Cusseta‑Chattahoochee County approved Ingram Engineering as its Community Development Block Grant (CDBG) engineer at the Jan. 7 regular meeting after reviewing RFQ scores.
Jason Frost moved to approve Ingram and Damon Hoyte seconded; the motion passed unanimously. County staff and a presenter explained that Ingram scored 67 on the RFQ, the next highest firm scored 62, and that the county previously failed to qualify in the last cycle because of an audit. Officials told commissioners the application‑writing fee is $750 for a new application and $500 for a rewrite.
The board also approved a letter of agreement with the River Valley Regional Commission to assist with application preparation; the RVRC agreement outlines tasks including data collection, preliminary historic and environmental assessment, public hearings and application duplication. The record includes a Planning and Zoning technical assistance contract with RVRC that sets an annual fee of $6,000 for broader planning support and ordinance work.
Staff recorded a near‑term implementation step to execute agreements if the application is successful and to prepare grant management services required by DCA and federal regulations.
