Staff said the street department budget is slightly below last year’s level, with modest salary increases tied to filling a third full-time position. Quarry-material and road-maintenance line items were reduced as the CIP work has caught up on many road surfaces; the council discussed targeting alleyways and finishing remaining paving projects.
Councilors and staff discussed a proposed payloader purchase. Staff said they rolled $50,000 into a reserve to help finance an additional or replacement payloader rather than buying a dump truck, and noted the trade-in value on existing heavy equipment has been low. They also proposed adding a PPE line item for safety equipment such as rain gear, chainsaw protection and hard hats.
Parks topics included completed deer fencing (materials cost stated as about $55,000), replacement benches along the bike path (unit costs discussed, roughly $800–$1,500), and near-completion of pickleball courts pending surface cure and weather. Staff said pickleball surfacing uses a two-layer acrylic with an expected 3–5 year wear warranty depending on substrate.
Councilors raised long-standing concerns about the library building’s maintenance needs (windows, HVAC and furnace) and suggested increasing the building/repair line and creating a library reserve fund; one councilor proposed increasing the line toward a $10,000 level in the preliminary budget. Members suggested inviting the library board to present at a future meeting.
Other operational notes: the city sold a 2004 F-350 on an online auction for $3,025 after fees; the sale and other transfers added to the street reserve. Staff confirmed purchase and testing of a skid-steer–mounted stump grinder and noted ongoing hydrant flushing planned around transformer work and staffing schedules.
The council did not adopt final budgets at this meeting; members asked staff to refine numbers and return at the Sept. 23 meeting for final action before the county’s preliminary budget deadline.
