Webster City council authorizes Woodruff Construction contracts for wastewater improvements; approves park, equipment purchases

Webster City — The Webster City Council on Jan. 19 passed multiple procurement measures, including authorization for the city to contract with Woodruff Construction for planned improvements to the municipal wastewater treatment facility.
On a roll-call vote, the council adopted Resolution No. 2026-011 authorizing a Construction Manager at Risk (CMAR) Agreement (Agreement 133) with Woodruff Construction and Resolution No. 2026-012 authorizing a Contract (201) with Woodruff Construction to perform improvements to the wastewater treatment facility. Abbie Hansen moved the CMAR resolution and Megan McFarland seconded; the record shows the motions carried with all council members voting aye.
The council also adopted Resolution No. 2026-013 to advertise bidding for the East Twin Park shelter project (concrete and plumbing) and approved Resolution No. 2026-014 authorizing the purchase of a snow-plow truck with dump box and plow from REES Truck and Trailer and Henderson Products for $272,505.30. The motion to authorize the snow-plow purchase was moved by Ashley Allers and seconded by John Marvel and passed unanimously.
Council additionally approved Resolution No. 2026-015 amending a previously adopted fees resolution dated Sept. 2, 2005 (originally recorded as Resolution No. 2025-076). Routine consent items approved earlier in the meeting included Jan. 5 minutes, bills and fund list, December utility reports, liquor-license recommendations, and the appointment of Ryan Rupiper to the Wilson Brewer Park Foundation Board for a term expiring June 30, 2027.
No public debate or recorded dissent on the contracts or purchases appears in the meeting minutes. The council's actions clear the way for the city manager and staff to proceed with contract execution, bidding and equipment acquisition as authorized.
