County manager flags audit review; commission discusses vehicle purchases and HB 581 (FLOST) implications

County Manager Thomas Weaver used the Oct. 28 work session to flag several administrative items that county staff will follow up on.
Weaver reported the county’s Paychex payroll system is now live and that a recent AED grant through Sumter EMC has been received. He said fiber installation in town is progressing but crews have struck some buried water lines; public-works crews are repairing those breaks as they occur. Weaver also told commissioners that the annual audit conducted by David McCoy had raised issues the manager wants addressed; he will review prior audits before moving forward on the current report.
On fleet management, the manager said multiple lease-return vehicles are coming off contract and the county is trying to avoid replacing several vehicles in one budget year by reassigning or using available vehicles; two vehicle requests (for sheriff and EMA) will be tabled pending SPLOST results. Staff reported the motor grader and an animal-control truck were repaired and that ongoing work includes river-park dock repairs and a new slab for the county radio building.
Work-session community updates included a reading garden completed with library-construction funds (no county cost) and a rabies clinic that vaccinated and microchipped more than 100 animals. Community development recommended setting public hearing dates for conditional-use permits at 105 Mustang Dr. and 454 Old Louvale Rd.; the commission proposed Nov. 25 at 9 a.m. for those hearings.
Manager Weaver and attendee Alan Horniday summarized HB 581 — described in minutes as a FLOST ‘freeze’ option — explaining the proposal would freeze taxable values at 2024 levels and require counties to opt in and hold a referendum; Weaver and at least one commissioner said they view the option as potentially beneficial to homesteaded property owners but that the county must evaluate next steps.
No formal votes were recorded on the audit or HB 581 at this session; several items will return for more detailed review at future meetings.
