The acting chair read a report from the absent chairman saying the strategic planning committee completed a review of an operational-study request for proposals but decided to delay issuing the RFP because county procurement expects a specific funding source to accompany solicitations. The committee, with the full support of fire-service members, agreed to issue a request for information, or RFI, instead to gather cost estimates and vendor capabilities.
"This is not related to whether or not the fire service will contribute to the cost of the study," the acting chair said while reading the emailed report, adding that the county's procurement officer prefers RFPs be issued with an identified funding source. The report cautioned that issuing an RFI instead of an RFP will likely delay approval and award of a contract by about two months.
Board members said the RFI will let the group better understand likely project costs without committing to a contract. The acting chair asked staff to follow up with the impact-fee committee and other stakeholders to ensure funding and procurement steps are coordinated before a full RFP is advertised.
The board did not take a formal vote on policy at the meeting; the decision reflected the planning committee's recommendation as presented in the chairman's emailed report.
