Holmdel’s governing body voted to authorize an agreement that will allow a better-funded joint insurance fund to advance payment on two legally binding special assessments the township faces after leaving its prior insurance pool.
Administrator Chris (speaking as the committee’s lead on the issue) told the committee the township was hit with two special assessments totaling “about $749,000,” which resulted from financial shortfalls at the Garden State JIF the township previously belonged to. Chris said the Monmouth/State MEL JIF offered to "front the money for the township, pay the assessment, and then we would pay them back over a substantial amount of time at no interest," describing it as a budgetary option that avoids an immediate large cash outlay.
The discussion split committee members. Several members pressed for the arithmetic behind the assessment and asked whether the total could be reduced; one member said he wanted to "get that number lowered" and asked staff to produce the formula. Mayor Impreveduto said he would vote in favor while seeking additional detail, asking why the town would not accept an offer that lowers the immediate cost to taxpayers. Attorney Mike stressed the resolution would authorize entry into the agreement with the MEL but did not mean the check would be cut immediately; he said staff would bring additional documentation back to the committee.
Supporters argued accepting the MEL’s offer provides breathing room for the budget and mirrors terms the township enjoys with its current joint fund. Opponents urged more transparency on why Holmdel was assessed and whether the amount could be negotiated down. In roll-call votes recorded during the meeting, the resolution authorizing the agreement passed.
The vote authorizes discussions and execution of a repayment arrangement with the MEL/Monmouth JIF; the administrator and counsel said they will return with the assessment formula and related documents so committee members and residents may review the basis of the charge.
