City Manager Dr. Angie Smith said SGR will recruit from its candidate pool and that the top candidate reviewed by staff has prior city-management and EDC experience. "It will be $90 an hour," Dr. Smith said. She described an expected schedule of 27 to 30 hours per week with in-office days and on-call availability, and said SGR will perform background and media checks.
The arrangement is a 1099 contract routed through SGR; the city pays SGR for hours worked and SGR compensates the individual contractor. Dr. Smith said the cost can be covered within existing allocations for city management and EDC through Oct. 1 at the proposed hours.
Council discussed candidate vetting and involvement in selecting a permanent replacement; Dr. Smith said council will be heavily involved when selecting the permanent city manager, but that SGR-served interim candidates are intended as short-term, experienced leaders to keep operations steady. Council approved authorization for the city manager to sign the agreement by roll-call vote.
Next steps: the city manager will finalize the agreement with SGR and the interim candidate may begin as soon as background checks and logistics are complete. Council retains the right to end the interim contract with two weeks' notice through SGR.
