Covington council approves multiple ordinances, salary measures and police take-home car policy

Covington City Council approved four ordinances and a separate salary ordinance during its Oct. 21 meeting, adopted a Police Department take-home car policy and agreed to pursue an excess levy for police and fire funding. The council held a special meeting Oct. 28 to pass additional salary ordinances and approve subdivision updates on Shiloh.
The council convened Oct. 21 at 329 Washington Street. Mayor Brad Crain introduced Ordinances 2024-7, 2024-8, 2024-9 and 2024-10 for approval; Councilmember Smith moved to approve and Councilmember Martin seconded. The motion carried 5-0. The council later introduced Salary Ordinance 2024-12; after discussion about proposed increases and a request from multiple councilmembers for an employee evaluation process to inform future raises, Councilmember Smith moved to adopt 2024-12. Councilmember Copenhaver seconded and the vote carried 5-0.
Chief Foster presented a Police Department take-home car policy. After discussion, Councilmember Smith moved to accept the policy; Councilmember Martin seconded and the motion carried 5-0.
Mayor Crain also presented a petition for an excess levy to be submitted to the Indiana Department of Local Government Finance (DLGF). Crain said the levy was advertised in the 2025 budget and that he hopes it will pass this year to provide excess funds for Police and Fire; councilmembers indicated agreement but no formal roll-call vote on the petition was recorded in the minutes.
At a special council meeting Oct. 28, Mayor Crain presented Ordinance 2024-13 (Elected Officials Salaries for 2025) and Ordinance 2024-14 (Percent of pay for departments). Councilmember Smith moved to approve both ordinances, Councilmember Martin seconded, and both motions passed 4-0. The council also approved subdivision updates for Shiloh by unanimous vote at the special meeting.
The council adjourned after routine business. The minutes show attendance by Mayor Crain and councilmembers Copenhaver, Martin, Easter, Smith and Randles; Attorney Powell was listed as present for the Oct. 21 meeting.
