Rothsay council approves routine minutes, schedules aerial mosquito spray and OKs small expenditures

The Rothsay City Council on July 17 approved the meeting agenda, past minutes and routine bills, voted to schedule an aerial mosquito spray for the end of July and approved several small expenditures for the fire department and parks.
Mayor Joseph Tillman called the meeting to order at 7:00 p.m. and the council unanimously approved the agenda and the June meeting minutes on motions by Council member Darrell Tollefson, seconded by Shane Balken. The council also approved accounts payable and receivable on a motion by Tollefson, seconded by Nathan Ziegler.
During committee reports, Mayor Tillman said the contract with Park Region for IT support has been signed. The council approved scheduling the next aerial mosquito spray for the end of July on a motion by Tollefson, seconded by Ziegler. Parks updates included finished painting of East Park bathrooms and volunteer contributions; the Lions Club repainted playground equipment and clay piles were removed.
The EDA approved payment of a $1,497 invoice to the Rothsay Enterprise and confirmed appointments to EDA officer positions, approving Honer as treasurer and Curtis as secretary on motions that carried. The council thanked volunteers who helped with Prairie Days.
The Rothsay Fire Department report noted a DNR grant was submitted by the clerk. The council approved $782.09 for new door decals at the fire hall (motion by Ziegler, seconded by Balken) and approved $500 to buy two new flags (motion by Tollefson, seconded by Balken). Fire leadership plans gear and pack inspections in 2025. The clerk reported 13 calls in June: four medicals, five vehicle accidents, two rescues, one weather-related call and one grass fire; additional billing is being processed by the Fire Chief.
On employee reports, Jordan Barry said a city truck fuel pump was repaired; the council approved two flowering crab apple trees donated by Cecil Mosher (motion by Ziegler, seconded by Balken). Clerk Amanda Kuschel said the gWorks system will go live Aug. 6, a donation box will be ordered for East Park shelter, and the Pay Equity Report had returned as non-compliant; the council said it will address the issue.
The council moved several items to be brought back at the August meeting — including trust-account details, a memorial monument and flag poles, electronic council meeting packets (Park Region to complete setup), and commercial and residential lot pricing — and adjourned at 9:55 p.m.
