Delaware County commissioners approve routine resolutions, authorize safety assessment and grant applications

The Delaware County Board of Commissioners met in regular session and unanimously approved a series of consent and business items affecting county operations and infrastructure.
The board approved Resolution 26‑428 to accept the electronic record of proceedings from the June 15, 2026 meeting, followed by Resolution 26‑429 approving a purchase order and Resolution 26‑430 forwarding a new liquor license request for SR Square to the Ohio Division of Liquor Control with no objections. Commissioners also accepted a Union County recommendation for a 40% maintenance assessment for the Ottawa Run Joint County Ditch under Resolution 26‑431.
Safety and grant items received attention. Laura Hatcher, the county’s safety coordinator, recommended approval of a request for qualifications and technical proposals to complete an NFPA 70E arc‑flash and NFPA 70B electrical maintenance program assessment for county facilities; the board approved the request under Resolution 26‑433. Nicole Ford of the Delaware County Prosecutor’s Office asked the commissioners to authorize applications to renew federal VOCA funds totaling $79,726.50 (including a local match of $15,945.30) and $2,106 in state SBAA funds to support the Victim Services Unit; the board approved that authorization under Resolution 26‑434.
Emergency Management Director Alex McCarthy explained two new organization keys tied to hazmat planning and a 2025–2027 Hazardous Materials Emergency Preparedness (HMEP) grant and requested supplemental appropriations (HMEP trainings $12,900; conference travel $1,700; EM1 software license $3,000). Commissioners approved those appropriations under Resolution 26‑435.
Infrastructure and engineering items were also approved. Rob Riley, chief deputy engineer, presented an owner’s agreement for Berlin Farms West sections 8 and 9 (developer MI Homes) and staff moved forward on a professional services contract with WSP USA Inc. to design a single‑lane modern roundabout at Section Line and Clarkshaw Road; both measures passed. The board also approved six routine right‑of‑way permits, delegated temporary authority to the county administrator, and completed additional ministerial votes.
All consent items listed were approved by recorded roll call votes during the meeting.
