Crawfordsville council approves tax abatement for Midwest Bale Ties, advances multiple ordinances on first reading

The Crawfordsville Common Council on Feb. 9 approved a package of routine fiscal and legislative items, including a confirmatory resolution permitting real-property tax deductions for Midwest Bale Ties, Inc., and several ordinances advanced on first reading.
Councilman Andy Biddle moved to approve a confirmatory resolution for Midwest Bale Ties’ application for real property tax deductions in an Economic Revitalization Area; Councilman Mike Reidy seconded. The roll was called and the resolution passed unanimously (Resolution #03-2026). The council also approved a resolution acknowledging receipt of the 2025 City Clerk-Treasurer’s list of outstanding warrants or checks under I.C. § 5-11-10.5-3 (Resolution #02-2026); Councilman Biddle moved approval and Councilwoman Jennifer Lowe seconded.
On ordinances, the council placed on first reading an ordinance to repeal the City Central Garage and Vehicle Fleet Maintenance Utility and its fund (moved by Councilman Biddle, seconded by Councilman Stan Hamilton); an ordinance amending sewer industrial surcharges to establish a phosphorus surcharge (moved by Councilman Jeff Lucas, seconded by Councilman Andy Biddle); and an ordinance adopting the City of Crawfordsville Unified Development Ordinance and zoning map (moved by Councilman Jeff Lucas, seconded by Councilman Kent Priebe). Each ordinance passed first reading unanimously.
The council also acknowledged receipt of the 2025 Crawfordsville Main Street annual report (Resolution #04-2026) after a motion from Councilman Jeff Lucas and second from Councilwoman Jennifer Lowe. No substantive public opposition or extended debate was recorded in the meeting minutes for these items.
