The bid was reported as the low bid and was below the engineer’s estimate, prompting staff to note three bids were received. Council asked for maps and additional scope detail, which staff offered to circulate to members.
Funding for the project was a central discussion point. Staff said the Hub TIF does not currently contain sufficient cash to pay the full contract and suggested several options: borrow against future TIF increments (a loan), take an internal loan from the general fund, pursue bank financing, or bond the work. Several council members expressed a preference for using internal reserves (an internal general-fund loan) so the city would avoid paying outside interest, but staff said financing specifics would be formalized at a future meeting and that a mixed approach was possible.
The motion to approve the notice to award passed by unanimous roll call (Commissioners Patton, Barwick, Webb, Stecklein and Mayor Absher voting "Yay"). Staff said more detailed funding plans and a map of affected streets will appear on a future agenda for formal financing decisions.
