Council delays decision on taking over Cedar Woods roads, asks HOA financial info

Jeff Netzinger, the town’s director of engineering and projects, said the roads were assessed as "about average" but not pristine and estimated the town’s long-term additional burden at roughly $25,000 per year to maintain the added lane miles and stormwater system.
Several council members said they were uncomfortable approving road acceptance without reviewing the HOA’s financial capacity and cautioned that approving one private subdivision without a policy could create a precedent. "I’m not comfortable with approving this without examining the financial situation because I think it sets a bad precedent," one council member said, urging staff to obtain an accounting of the HOA’s reserves and any possible contribution toward necessary repairs.
Council members discussed prior practice when Main Street rights-of-way were accepted and noted that in that case the property owners’ association turned over funds to the town. Multiple members said the town lacks a fixed policy and recommended that staff prepare information on policy options for future requests.
A council member moved to table the item until the Nov. 17 meeting and asked that the HOA president or another representative provide information on the community’s finances before that date. The council approved the motion to table.
