Darlington council allocates $41,832 in ARP funds for wastewater repairs, approves pump work

The Darlington Town Council on Nov. 7 approved moving $41,832.33 from the American Rescue Plan (ARP) fund into an appropriation line to pay for repair work at the town wastewater plant and lift stations. The motion, made by Council Member Marilyn Cohee and seconded by Jennifer Flaugher, passed 4-0.
The appropriation followed reports from Tom Astbury, director of Astbury Water Technology, Inc., who told the council there were no regulatory violations in October but noted operational problems at several lift stations. Astbury said Lift Station 3’s pump needs a rebuild at an estimated cost of $5,200; he told the council the vendor would bill the town over 10 months with no interest. Council approved the rebuild cost on a motion by Jeremy Weliever.
Astbury also reported a final ARP-funded expense: a $9,724 replacement for pump number 2 with Indiana Pump Works. The council approved that expenditure by the same vote. Astbury provided photos showing completion of the earlier work at Lift Station 1 and described a plugged Lift Station 2 that required attention.
Clerk-Treasurer Michelle Cash told the council that engineering proposals for a broader wastewater project were discussed but tabled so the clerk could complete an Indiana Rural Water application to determine the town’s funding eligibility. The application will clarify whether additional state or federal funds are available for a larger plant project.
The council formally recorded the motions and votes for the appropriation and the two pump expenditures; all motions passed unanimously by the four members present. No member present opposed or abstained. The council did not set project completion dates during the meeting; Astbury indicated the pump-rebuild vendor would bill over 10 months.
