Rose Creek council approves storm-drain work, orders delinquent utility accounts to county taxes

At its Nov. 6 meeting the Rose Creek City Council authorized storm-drain and ditch repairs, approved assessment of nine delinquent water/sewer accounts to Mower County taxes if unpaid by Nov. 15, and approved several routine administrative purchases and agreements.
The Rose Creek City Council on Nov. 6 approved a series of infrastructure and administrative actions, including storm-drain work, ditch cleaning and a mechanism to move delinquent water and sewer charges to Mower County tax rolls if unpaid.
Councilman Wendel Sprung moved to assess the list of delinquent water and sewer accounts provided by City Clerk/Treasurer Kristine Allas to Mower County taxes if those accounts are not paid by Nov. 15; Sprung noted there were nine accounts on the list. Councilman Andrew Felten seconded the motion, which Mayor Craig Weis approved.
The council also authorized a storm-drain interception between properties owned by Mergen and Bruce Nelson after contractor Eric Boe provided an estimate of $3,914.89 and Nelson approved access across his land to install an inlet with a top guard. Councilman Andrew Felten moved to proceed with the project; Councilwoman Bobbie Greenlee seconded and Mayor Weis approved the motion.
Separately, the council approved work to clean the ditch by the NCC fertilizer shed for $2,811 to remove sediment to Third Street, have Municipal Pipe jet the line, and grade the area for mowing. Councilman Sprung moved the measure; Councilman Mark Conradt seconded and the motion passed.
Council members approved a roughly $2,000 purchase for a new flagpole so the flag can be lowered when necessary; City Clerk Kristine Allas will place the order. The council also approved a voter account agreement with Mower County.
A request from residents Roger and Dianna Jax to waive or adjust a $829 water bill attributed to a running toilet was denied. Councilman Felten moved to make no adjustment and urged landlords to check properties more frequently; Councilman Conradt seconded and the motion carried.
Maintenance staff reported the new lawn mower has arrived. The council authorized ordering sand from Pell Trucking for the ballfield and batting cages and gave maintenance permission to solicit quotes for a replacement chlorometer (about $800) and a new pickleball net before spring.
The council approved payment of invoices, claims and payroll. The meeting adjourned at 6:49 p.m.; the next regular council meeting is scheduled for Dec. 4, 2023, at 5:45 p.m.
