The denial was presented as an administrative action based on the attorney’s legal assessment; property owners may pursue remedies outside the council’s current action, such as bringing structures into compliance before requesting a change.
The council also noted it will review ordinances governing other property issues, such as lighting complaints, as part of a broader ordinance review process.
