Rothsay council adopts county hazard mitigation plan, OKs purchase of derelict property and routine municipal actions

The Rothsay City Council on Feb. 2 approved Resolution 2026-8 adopting the 2025 Wilkin County Hazard Mitigation Plan and carried a set of municipal motions addressing a property purchase, EDA charges and a trust-account investment.
The motion to adopt the county plan was made by Council Member Daryl Schleeter and seconded by Council Member Nathan Ziegler; the minutes state the motion "carried." The minutes use the phrase "Hazard Migration Plan," but the item adopted and cited in the agenda is the county's 2025 Hazard Mitigation Plan.
The council also approved acquiring a residential property at 111 379 St NW with a purchase price of $1,000 and authority to spend up to $1,500; the homeowner will be responsible for cleaning the property. That motion was made by Ziegler and seconded by Council Member Matthew Balken and the minutes record that it carried.
Other votes taken at the meeting included approval of the consent agenda (minutes, accounts, EDA report, Fire Department and employee reports) and approval of an EDA survey overage charge of $727.50 (motion by Ziegler, second by Schleeter). Council approved investing a trust account in a short-term certificate of deposit at the highest available interest rate (motion by Ziegler, second by Schleeter). The minutes record that each motion "carried," but do not list individual roll-call tallies.
Council addressed several items for follow-up: Mayor Shane Balken and City Clerk/Treasurer Amanda Kuschel were tasked with preparing paperwork for a county tax abatement to be sent to Otter Tail County; MRWA GPS/GIS mapping and a reported Lindberg Motors water leak were tabled for the March meeting for additional information; and personnel policy ordinance updates will be discussed further after Weber and Schleeter meet with employees.
The council set a special meeting for Monday, March 2 at 6:00 p.m. to discuss interest expressed in the rodeo grounds by a person identified in the minutes as "Holland" (one of the Hollands listed in attendance). Matthew Balken said he received a quote of $1,855.00 for street banners and will consult with Stacy Wellnitz on design, bringing options back to the March meeting. Council also decided to post meeting minutes on the city website (Rothsay.gov) rather than in the Rothsay Regional Report.
Nathan Ziegler noted outreach from the North Country National Scenic Trail regarding trails and meeting dates. The meeting adjourned at 9:21 p.m.
