City schedules June 21 steam/mural dedication and flags masonry work needed before painting

The chair (S1) and a council member with masonry experience said existing coatings appear to trap moisture (efflorescence observed) and some block faces are deteriorating; that trapped moisture can cause new paint to peel prematurely.
The council asked staff to begin immediate investigation and procurement planning so remediation and paint preparation can occur before the muralist arrives in early June. Staff said a targeted scope — focusing initially on the affected wall area rather than a full building remediation — is the near‑term priority to meet the June 21 public event timeline. The council agreed to authorize staff to develop a contract for repairs and to bring final proposals to council for approval; building‑maintenance funds were noted as available for needed work.
Next steps: Staff will solicit quotes or consultant input, scope necessary paint removal and masonry repair, and return with contract recommendations in time to meet the mural schedule if possible.
